不太熟悉 bazel，但根据 this 需要传递以 jpeg 为目标的条件参数，具体是什么参数，为什么指南没有提到？
在 python 2.7、3.6 下构建版本 r1.6 都失败并出现相同的错误。
配置过程：拒绝除jemalloc之外的所有支持。
