但是当我在Fragment中使用它的时候。工具栏在状态栏下。

我遇到了同样的问题。将 android:fitsSystemWindows="true" 放在 Activity 布局的根目录中（包含该片段的 Activity），而不是片段布局的根目录（在您的情况下CoordinatorLayout).
