工作原理：如果我删除应用服务计划部分中的条件并要求不使用专用计划，我的 Web 应用程序将使用共享计划进行部署。（应用服务计划也已部署）。

'The template resource 'Microsoft.Resources/deployments/WebAppsDedicatedPlan-appadmin' reference to 'Microsoft.Resources/deployments/AppServicePlan' requires an API version.

错误暴露了这一点。检查 docs 以获得更好的理解。这就是它出错的原因：

API 指定资源的版本。当资源未在同一模板中供应时包括此参数。通常，格式为 yyyy-mm-dd.

因此需要在模板外创建的资源的引用函数中添加api版本
