要更新最新的1.8版本的TensorFlow，首先需要将pip更新到最高版本。

另外个人建议是在anaconda下anaconda prompt对应的envs中安装Keras和TensorFlow，或者直接在anaconda Navigator对应的环境下安装Keras（该库直接依赖相关的TensorFlow库）
